There is no provision against the preparation of chandu in the United Kingdom and consequently opium can be obtained and made into chandu with considerable

eage.

Under present conditions the export of the drug is forbidden but there is no doubt that the ingenuity of the Chinese, who are the chief Agents in the trade, enables them to smuggle large quantities out of the country.

The Conference consider that the following pro- cedure, which is largely based on the recommendations of a Committee appointed to consider what legislation would be required to enforce in the United Kingdom the provisions of the Hague Opium Convention, would be effective. The importation of raw,

medicinal

or prepared opium, except to licensed importers, should be prohibited under Section 43 of the Customs Consolidation, Act 1876. Registers showing all sales of opium should be kept by all persons dealing in opium and a permit should be required before any sale could be made to any persons other than those included in the following classes viz:- Registered medical practitioners, dentists, pharmacists, Veterinary surgeons, persons licensed under the Cruelty to Animals Acts and such persons as may be granted by the proper authority a licence to purchase opium.

No other person should be allowed to purchase or have in his possession any opium whatever except in the form of a medicinal preparation. All persons licenced to sell opium should be required to keep a register showing how and to whom my sale of opium has been made and the register should be open to inspection by the licensing authority at any time.
